Interim Senior Public Health Analyst – Covid-19

We require an interim Public Health Analyst for one of our local authority clients for assist dealing with Covid-19. This will be a home based role for approximately 6 months and consists of the following;
- The development of high quality, specialist, public health intelligence and insight on the full range of data and information on COVID-19 from internal and external sources.
- Evidence-based information to inform the Council’s actions in response to the COVID-19 pandemic through provision of clear reports and interpretation of data to the Surveillance Unit, Multi Agency Operational Cell (MAOG) and the COVID-19 Health Protection Board
- To provide professional advice to the authority’s planning and response to COVID-19 including providing appropriate situation reports on any local COVID-19 outbreaks
- Provide expert knowledge of COVID-19 regarding surveillance, intelligence, planning, and evaluation of COVID-19 containment strategies and performance indicators, as required.
- Undertake specialist complex quantitative and qualitative research, consultation, analysis, modelling, evaluation and/or insight.
- Using analytical, statistical and epidemiological techniques to manage the timely production of specialist public health reports, dashboards and other products to inform the local response to COVID-19 using highly sensitive data.
- Maintain secure COVID-19 surveillance, investigation and evaluation processes through the Surveillance Unit that enable the MAOC to plan and deliver an effective COVID-19 response and other key plans linked to the COVID-19 recovery phase.
- Provide guidance and expertise on a range of public health intelligence topics. This will include all aspects of data management and analysis, such as data access, storage, information governance and analysis.
- Use visualisation, presentation and communication techniques to explain complex data clearly and accurately, allowing diverse audiences to understand the key messages.
- Support members of the Public Health Directorate Leadership Team in the provision of information to specific meetings and groups.
- Advise on data security issues around what information can be shared to ensure that Data Sharing Agreements and policies are adhered to.
- Work with the Information Governance team to ensure that Data Protection Impact Assessment (DPIA) is kept updated appropriately.
You will need to have the following;
- First degree, or equivalent relevant experience, in relevant public health intelligence-based subject reflecting strong numeracy skills in the public health field
- Recent experience and knowledge of COVID-19 datasets
- Experience of health information analysis, working at a senior level in the health service, local authority, academic or a related field
- Experience in implementing public health intelligence and disease surveillance across a population
- Knowledge of techniques used in public health, which are relevant to the analysis and interpretation of large health data sets
- Knowledge of the principles of data management, data quality, data security and information governance within a local government and health setting
- Knowledge of diverse information systems used in both health and local government
- Ability to work in partnership with other organisations and stakeholder groups
- Excellent ICT skills including use of Microsoft applications and specialist systems, including advanced Microsoft Excel skills
- Excellent interpersonal, presentation and communication skills, with the ability to convey complex statistical matters to a range of audiences including senior management teams and elected members
