Job Description

Are you an experienced Property / Asset Manager?

If so, read on.

An exciting opportunity to join a local authority to identify strategies for making the most of the Council’s property assets to meet wider objectives and to develop a coherent plan for transitioning Council assets to become carbon net-zero.

You will lead the council’s commercial property team, ensuring that the portfolio is managed to achieve maximum profitability, ensure the provision of high-quality property, valuation and development advice and services to the council, to enable it to maximise the use and management of its property assets.

Provide advice and guidance to the Leadership Team, elected members and other stakeholders on the options to maximise the benefit of the council’s property assets and property investment funds and the best delivery models for achieving this including where it should make further investments in properties, or dispose of them, to achieve a balanced portfolio and good rates of return.

Lead the development of a longer-term approach to asset-planning (GF and HRA) and integration with the Council’s long-term financial planning. Develop a strategic approach to delivery of net zero carbon within the Council’s asset portfolio, and lead development of a long-term, strategic approach to asset management, working closely with finance leads to integrate this into the Council’s wider financial planning objectives.

Additionally, you will develop and implement systems for assessing the viability of property propositions to evaluate risks and opportunities effectively whilst developing effective market intelligence and deliver clear business plans for the service which respond to market conditions and manage the service’s cost base and supply chain effectively.

About you

Experience of the preparation and development of asset management plans

Demonstrable track record of successful management of a commercial property portfolio

Good understanding of local authority decision-making processes, local government finance and local authority procurement regimes

Excellent interpersonal skills and the ability to build successful relationships and trust with a wide range of partners

Qualified Chartered Surveyor (Member or Fellow of the Royal Institution of Chartered Surveyors)
